Three teenage boys who raped two girls and filmed the attacks have avoided prison, sparking widespread public outrage and an urgent government review.

The boys (aged 13 and 14 at the time of the attacks in Hampshire) were convicted of 11 counts of rape. One of the victims was held at knifepoint. The attackers filmed the assaults, joked during the crimes, and shared the footage on social media.
